    As with various State Governments in India, the Government of Chhattisgarh has also started e-procurement of construction of works, supply of materials and procurement of services by the departments, agencies, boards, State Government undertakings, corporations and other organisations of the State of Chhattisgarh.
    E-tendering in India in most government organisations, require bidders to purchase class 2 digital signature certificates to ensure secure and transparent online transactions.
    Chhattisgarh Government e-tendering uses the process of reverse auction. It is used of e-purchasing which is similar to an e-auction. The process involves a single buyer and various  sellers. The basic idea is that the buyers can specify what they want to purchase and offer it to several suppliers.

    As per the official e-procurement portal of the Government of Chhattisgarh, the online bidders have to digitally encrypt and sign their bid data, on the Chhattisgarh Government e-tendering system, using digital signature certificates.
    The bidders are also advised to take a back up of their digital signature certificates and save the copies at secure locations to be used in case of emergencies. Also, if the bidder loses the digital signature certificate in the process of bidding for a tender (due to reasons such as system failure, virus attack etc) he/she may not be able to submit the bid online.

    Digital signatures, which can also be referred to electronic signatures, are created and authenticated using public key cryptography. It is based on the principle of a pair of keys – the public and private – which are generated by a mathematical algorithm. As the name suggests, the public key is made known to everyone. It is used for verifying the digital signature. The private key is used to digitally sign an electronic document. This key is known to the owner. Also the security feature ensures that simply by knowing the public key, one cannot compute the corresponding private key.
    Under the IT ACT, 2000, the Controller of Certifying Authorities (CCA) can issue licenses and regulate the working of certifying authorities (CAs). The certifying authorities can issue digital signature certificates for electronic authentication of users. Capricorn is a CA licensed by the Controller.
